Is it a pre-requisite for an Access Seeker to have a prior approval from the Commission for number allocation and spectrum assignment for an access negotiation to commence?

No. Availability of number allocation and spectrum assignment is not a pre-requisite for an access negotiation to commence.  Application for number allocation and spectrum assignment shall commence in parallel with access negotiation.  Pursuant 

to subsection 5.4 of the MSA for negotiation obligations, Access Providers are obliged to enter into negotiations for an Access Agreement.
