Are Access Providers obliged to provide Full Access Service, Line Sharing Service and Sub-loop Service during the transitional period in the areas where HSBB Network will be deployed?

In the transitional period within 3 years before the HSBB Network Service (with or without QoS) is deployed in the area, subject to evidence provided by the Access Provider, the Access Provider may refuse to provide Full Access Service, Line Sharing 

Service and Sub-loop Service.  This is provided in the ground for refusal.
