Briefing on and Inivitation to Register Interest as Universal Service Provider for Provision of Collective Broadband Access Phase 1 as Part of Kampung Tanpa Wayar Initiative

Suruhanjaya Komunikasi dan Multimedia Malaysia (SKMM) invites eligible licensees to register their interest as a universal service provider for the following:
 
PROJECT
 
Provision of Collective Broadband Access Phase 1 as Part of Kampung Tanpa Wayar Initiative.
 
BACKGROUND
 
The Universal Service Provision (USP) initiative is an ongoing effort to promote the widespread availability and usage of network services and application services by encouraging the installation of network facilities and the provision for network services and applications services in underserved areas and/or for underserved groups within the community.
 
Kampung Tanpa Wayar Initiative was inspired by Y.B. Minister of Information, Communications and Culture as part of ongoing initiatives by SKMM towards realization of the USP objectives as outlined under the Communications and Multimedia Act 1998, USP Regulations 2002 (the Regulations) i.e. provisioning of collective and individual access to Internet access service in underserved areas.
 
Moving forward, the provision of Kampung Tanpa Wayar initiative shall serve to enable the target communities living within the universal service targets in particular the recipients of netbooks under Komputer 1Malaysia initiative to access the broadband services in view of boosting up the broadband access service take up per household in accordance with the National Broadband Plan (NBP).
 
SCOPE OF PROJECT
 
The provision of Collective Broadband Access Phase 1 under Kampung Tanpa Wayar Initiative is divided into two (2) main elements as follows:

1.1. Collective Broadband Access Network Specification:

   (a) To provide the minimum of 2Mbps backhaul for each identified Kampung using Microwave, VSAT
        or ADSL network;
 
   (b) To provide the minimum of three (3) Access Points (AP) for WiFi Hotspot for each identified
        Kampung;
 
   (c) To provide the administration, authentication, management and mechanism to charge users; and 
 
   (d) To provide operation and maintenance support for the period of three (3) years.

1.2. Individual Broadband Access Specification and Package:

   (a) The ability to access to broadband service at 24 hours-per-day; and
 
   (b) Monthly prepaid broadband package subscription RM10 per month.
 
BRIEFING
 
Prior to publishing the Invitation document, a pre-implementation briefing to the interested Licensees will be conducted on:

The briefing will be held to clarify the objectives and requirements of the Collective Broadband Access Phase 1 project to be offered.

 
INVITATION TO REGISTER INTEREST
 
Kindly note, in the coming days, the Commission will publish an Invitation to Register Interest as Universal Service Provider (IRI) document for the Provision of Collective Broadband Access Phase 1 as part of Kampung Tanpa Wayar Initiative in SKMM’s website www.skmm.gov.my.
The Invitation will specify the objectives and requirements of the Collective Broadband Access Phase 1 e.g. list of universal target areas, the implementation approach, process of registering interest, the technical and financial requirements for the draft universal service plan, and the format for submission.
 
REGISTRATION OF INTEREST
 
The Licensees are invited to register their interest to become universal service provider(s) for any, all, or a combination of clusters of universal service targets in accordance with subregulation 5(1) of the Regulations as stipulated under Para 6.1 of the IRI document. Subsequently the registered licensees shall be required to submit their respective Draft Universal Service Plans in accordance with subregulation 6(1) of the Regulations.
 
Licensees are advised to read and understand the said Invitation and familiarize themselves with the Regulations (http://www.skmm.gov.my/link_file/the_law/NewAct) before registering their interest to be a universal service provider and shall, by law, submit a draft universal service plan in accordance with the terms and conditions in the said Invitation.
