MCMC to Review and Expand Access List

Cyberjaya, 15, February 2005 - The Malaysian Communications and Multimedia Commission (MCMC) today released a detailed Public Inquiry Paper on the Review and Expansion of Access List Determination. The Access List is the key instrument that regulates the terms and conditions on which licensees can obtain certain network facilities and network services from other licensees in the communications and multimedia industry. In Malaysia, these network facilities and network services are used as inputs by competing operators for their supply of retail services to their customers. This Public Inquiry is wide-ranging. The MCMC examines several important issues, including: * whether it should cease regulating certain network services; * whether it should commence regulating certain new network facilities and services; * amendments to the Mandatory Standard on Access, which sets out the minimum terms and conditions for access to regulated network facilities and services; and * a new guideline for regulating access to network elements. According to Adelina Iskandar, MCMC's Head of Corporate Communications, "Competition between operators is essential to consumer welfare in Malaysia. By regulating the terms and conditions for the supply of certain facilities and services between operators, the Access List is a tool by which the MCMC seeks to foster healthy competition in the marketplace." "The outcome of this Public Inquiry process will have significant implications for consumers and the communications and multimedia industry in Malaysia. Therefore we invite comments from members of the public and the industry on the issues and preliminary views set out in the Public Inquiry Paper," continued Adelina. The Public Inquiry Paper is available at http://www.mcmc.gov.my. Public Inquiry Timetable The MCMC will receive written submissions on the Public Inquiry Paper until 12.00 noon on 29 April 2005. The MCMC will also be conducting a series of public hearings as part of the Public Inquiry. All members of the public and the industry are invited to attend.
