The Mandatory Standard on Access Pricing does not limit Access Prices to specific licensees. However definitions in the Commission Determination on Access List (Access List) for services listed in the MS Access Pricing (i.e. fixed/mobile origination/termination) includes network elements such as tandem switches and/or switching. These are meant to clarify that appropriate Points of Interconnect (POIs) need to be established to enable interconnection for fixed/mobile origination/termination. The underlying principle of the Access List and Access Prices remains i.e. to ensure connectivity between licensees providing connectivity services at the mandated prices.
