Network Conditioning Obligations : Should the Access Provider activate the code or number range for the Access Seeker where the code or number range is not allocated to the Access Seeker, such as due to number portability or where the number is allocated to a MVNO?
Yes. Pursuant to subsection 5.8.4 of the MSA and Variation of the MSA 2009, the Access Provider should activate a code or number range as requested by the Access Seeker.
