Naked DSL is a retail service offering, that is, the provision of DSL services to retail customers or end users without requiring them to pay for line rental service. Page 9 of 21 This is not regulated as an access service. However, the MSA has been amended to enable the Access Seeker to provide naked DSL to their end users as a retail service offering. The Access Providers are prohibited under subsection 5.24.8 of the MSA to require the Access Seeker’s end users to acquire the line rental service if the Access Seeker is acquiring the Wholesale Line Rental Service, Full Access Service, Bitstream Services or Sub-loop Service.
