Who has rights to seek access to the facilities and services on the Access List Determination?

All NFPs, NSPs, ASPs and CASPs have rights of access to the facilities and services on the Access List Determination.  Access rights are not dependent on investment in infrastructure. Therefore, an ASP or CASP is equally entitled to access a facility or 

service on the Access List Determination.
