No. Transmission Service as defined on the Access List consists of only the trunk portion of the Access Provider’s network and there are no tails or ports.
If the circuit contains both a trunk and a tail portion, it is actually Wholesale Local Leased Circuit Service and not Transmission Service. According to the definition of Wholesale Local Leased Circuit Service, “the end user” of the service can be a wholesale or retail customer and includes an Operator and the final recipient of the Service. Hence, the mandated prices for installation, port, tail segment and trunk segment should be applicable.
If the circuit contains both a trunk and two tails, reference should be made to prices for Wholesale Local Leased Circuit Service for the particular capacity. Parties may negotiate a price not exceeding the mandated maximum price for installation, port, tail segment and trunk segment of the Wholesale Local Leased Circuit Service.
In order to provide transparency, the Access Providers shall segregate the trunk and tail(s) segment and provide the appropriate distances, as the case may be, for each circuit.
