HSBB Network Service with QoS comprises both the access and transmission network. In contrast, the HSBB Network Service without QoS is an access service only and does not contain a transmission service element, other than to the point of
interconnection. It is a Layer 2 connectivity service provided on a best efforts basis Page 8 of 21 and has no choice of contention ratios or QoS classes. For some service providers, this may be all that is required in terms of service quality.
By differentiating between the HSBB Network Service with QoS and the HSBB Network Service without QoS, a service provider can select the service which is best suited to their needs. In addition, within the HSBB Network Service with QoS the service provider can select from a "menu" of QoS classes appropriate to the end user service which is being provided. Those QoS classes for the HSBB Network Service with QoS are based on international standards, such as for IPTV or interactive
transactions. The service provider therefore acquires a bundled access and transmission service at rates that are suitable for the range of applications it provides such as voice, IPTV and business data services. The service is provided at pre-defined speeds and a consistent set of QoS parameters for each in technical aspects such as latency, jitter and packet loss. Upstream and downstream contention ratios are provided according to the QoS class selected.
