Are NFPs and NSPs required to include the following services in their ARDs: Digital Terrestrial Broadcasting Multiplexing Service, HSBB Network Service with QoS and HSBB Network Service without QoS?

NFPs and NSPs are not required to include Digital Terrestrial Broadcasting Multiplexing Service, HSBB Network Service with QoS and HSBB Network Service without QoS at this juncture.  They should be included in the ARD once the services 

are available.
