Do you require a licence for the delivery

Yes. Any person who intends to provide postal
services, including courier and express services, in Malaysia will require a licence
from the Minister. |

The Postal Services Act 1991 defines letter
as any from of written communication or other document that is directed to a specific
person or a specific address and is to be conveyed other than by electronic means;
and includes a packet, package, wrapper or article containing any such communication. |

A person has to fill in the Application Form and read the Licence Application Guideline which is available in this website and then submit
a completed application to the Malaysian Communications and Multimedia Commission
