1. Do you require a licence for the delivery of letter?
  Yes. Any person who intends to provide postal services, including courier and express services, in Malaysia will require a licence from the Minister.
   
2. What is the definition of letter?
  The Postal Services Act 1991 defines letter as any from of written communication or other document that is directed to a specific person or a specific address and is to be conveyed other than by electronic means; and includes a packet, package, wrapper or article containing any such communication.
   
3. How can I apply for the licence?
  A person has to fill in the Application Form and read the Licence Application Guideline which is available in this website and then submit a completed application to the Malaysian Communications and Multimedia Commission for consideration.
   
4. Do I need to pay a licence application fee?
  Yes. A person has to pay a minimal application fee of RM50.00.
   
5. Do you have minimum criteria for a person to apply for a licence?
  Yes. There are minimum criteria for a person to apply for a licence. They are available in the Licence Application Guideline which can be downloaded from the website.
   
6. What is the term of the licence?
  The licence term is one year and subject to yearly renewal.
   
7. How much is the licence fee?
  The licence fee is based on the licensee's gross turnover. The minimum is RM500.00 and the maximum is RM15,000.00. The detailed of the licence fee is available in the Licence Application Guideline.
   
8. Are all activities of conveyance letter requires a licence?
  No. There are activities which are exempted from licensing. Please read the exempted categories which are available in the website.
