COMMUNICATIONS AND MULTIMEDIA (LICENSING) REGULATIONS 2000
PART IV - CLASS LICENCE
Regulation 29. Network service provider class licensee.
(1) A person who provides any or all of the following network services may be registered as a network service provider class licensee:
(a) niche customer access;
(b) niche connection service; or
(c) such other network services which are not exempt under the Act or not subject to an individual licence under Part III of these Regulations or not listed in this subregulation.

(2) The Minister may, on the recommendation of the Commission, issue such guidelines to clarify the meaning of niche customer access and niche connection services and all matters related to them from time to time.
(3) The guidelines issued under subregulation (2) shall be published by the Commission in the manner it deems appropriate and shall be registered in the register.
