The Commission shall, in making the recommendation to the Minister for an individual licence to be granted to the applicant, consider amongst other matters, the following:

(a) whether the applicant is ineligible to apply for an individual licence under regulation 5;

(b) the applicable special licence conditions;

(c) the period of the licence;

(d) such other matters as the Minister may deem fit and necessary.
