The establishment of the Content Forum as
it is commonly called is provided for under section 212 of the Communications and
Multimedia Act (1998). The Communications and Multimedia Commission may designate
an industry body for the purpose of creating the content code for the regulation
of all content including traditional broadcasting, telecommunications and online
services as well as the facilities and networks employed in providing such services,
and the content supplied via facilities and networks.
Communications
and Multimedia Content Forum of Malaysia
was designated by the Malaysian Communications and Multimedia Commission on 28 March
2001, after having met the requirements as documented in the Guidelines for the Formation
of Industry Forums. A launch grant of RM250,000 was awarded for its initial year
of operations.
The Communications and Multimedia Content Forum of Malaysia will act as a mechanism
to formulate and implement developed codes of practice for the communications and
multimedia industry and will ensure these codes serve as a guide for the industry
to operate and flourish.
The key objectives of the Content Forum are to:
- promote the national policy objectives.
- establish Malaysia as a major global centre
and hub for communications and multimedia information and content services.
- enable a balanced representation of the
relevant sectors of the industry and society to ensure that the Content Code developed
reflects the views of the community at large.
- develop, prepare and adopt a Content Code
to set out guidelines which may include model procedures for classifying and dealing
with indecent or offensive content disseminated by way of networked medium and from
time to time amend, develop, modify, review and update the Code.
- provide an avenue and channel for complaints
in relation to content administer sanctions for breaches of the Content Code.
